Ability to restrict

(1) incoming TCP connection (allow_network TCP accept)
(2) incoming UDP datagrams (allow_network UDP connect)
(3) incoming IP datagrams (allow_network RAW connect)
(4) signal transmission (allow_signal)

are excluded.
